4.01
Authority of the Board The Board shall elect a president of each of
said institutions of higher learning; a superintendent of each of said other institutions;
a treasurer, and a secretarial officer for each institution annually; professors,
instructors, officers, and employees; and fix their compensation. (Iowa Code § 262.9(2))
